The Hawaiin "drill" was staged. To notify and entire population cannot be blamed on a "lone button Pusher" causing the panic, including the words, "This is not a drill" on the text message.

What are the odds?, perhaps it was because the emergency automated alert, is tied into the national defence grid, and america had launched a "missile test" because china had just launched two missile themselves,  it's called military posturing, or to the rest of the world, a pissing contest to test each others launch capabilities, nuff said :(
