Bohr and Heisenberg are both wrong,
firstly the wave function is only an accurate description of the observed reality as they, (the observer), knew it at the time of penning their theories, and since then we have learned there are many other realities and universes all with differently acting forces and variables, which cannot be expressed in terms as we know them, in other realities up could taste like watermelon, secondly it is my understanding that we are not really here, we just appear to be here, that is why a photon only appears to have mass, (One way to think of mass is as nothing more than a convenient name for "rest energy"). Photons are indeed massless and thus have zero rest energy. yet This is not an issue because according to "special relativity" they do not come with a rest frame in our reality, they have that before entering and upon doing so are shaped by the set variables of our universe (DL).
Please note that assuming we denote rest mass by mm, the well-known E=mc2E=mc2 is not the whole story - the general formula reads

In principle you could think of three types of particles, depending on the relative values of energy and momentum:
E2>p2E2>p2: massive particles, v<cv<c
E2=p2E2=p2: massless particles (eg photons), v=cv=c
E2<p2E2<p2: tachyonic 'particles', v>cv>c
The last variant is hypothetical and not really particle-like (they cannot be properly localized and would manifest more like a spooky action-at-a-distance).
As far as we know they are elementary particles. They are excitation's of a bosonic quantum field, and not made out of anything. its an illusory state, "it is the outwards manifestation of our internal subconscious wants, needs, expectations and desires made manifest in the perceived external world, by a artificial system of rules and governance", like how the universe uses the smallest amount of energy that it can to achieve a desired outcome, such as the path of least time, the behaviour of light evident was discovered by Fermat in about 1650 and it is called the principle of least time, or Fermat’s principle. His idea is this, "that out of all possible paths that it might take to get from one point to another, light takes the path which requires the shortest time and energy", #Fact which requires and denotes intelligence or pre-designed intelligence, such as a H-B Quantum program with omniscience or foreknowledge of an past present or future event or if you want to look at in its entirety the string of all events for all time, Ergo, it must have the prefixed knowledge of all possible outcomes to selects the optimal one, and in doing so then collapses the possibility wave function, IE The summation of probability amplitudes for many neighbouring paths.collapse upon the selection or choice made leaving only the optimal one as the rest do not need to be travelled🌍☮️♻️🌍😇✌️.
